Administration of labour policy in the relation to people with disabilities in the Czech Republic

The thesis "Administration of labour policy in the relation to people with disabilities in the Czech Republic" presents the actual usage of labour policy instruments in supporting employment of people with disabilities in practice. It analyses limitations of the handicapped which are caused by physical and mental disabilities, their right to work and labour policy instruments providing employment support to people with disabilities and practical usage of these instruments based on the statistical information in the theoretical part. Research is focused on finding out whether and in which aspects do the needs of people with disabilities while looking for a job and the needs of employers coinside with the support provided by labour offices in Benešov and Česká Lípa districts."

The thesis deals with the issue of unemployment and the labor market in the Vysočina Region. In the first part there is a literature search where are the theoretical backgrounds, basic concepts, the way of measuring unemployment, types of unemployment and active and passive employment policy are mentioned. The second part of the thesis is focused on the characteristics of the Vysočina Region and the local labor market, the main employers in the region, the unemployment rate, the structure of the population and the unemployed, as well as the sectoral structure of the economy. A substantial part is devoted to risk groups on the labor market and active employment policy tools along with expenditures from the state budget. According to the measured values, retraining has become the most effective tool of active employment policy. The final chapter has its own recommendations.
The employment policy making in South Bohemia region in 2007-2013

The Bachelor´s thesis "Active Employment Policy Realization in South Bohemian region during 2007-2013" is focused on research of financial means providing for active employment policy instruments in South Bohemian region. Active employment policy is the state means realizing employment policy, which is the part of government social policy. The target is to find the employment for as many unemployed people as possible. These unemployed people may be or may not be registered at the Employment Department. Active employment policy is funded from two sources: From state budget and from European Social Fund means, which is intended to support the realization of European employment strategy. The Operation Programme Human Resources and the Employment for years 2007-2013 was the main European Social Fund programme used within active employment policy during years 2007-2013. The theoretical part describes the legislative status. The description is divided into several parts: Definitions, Active employment policy instruments complex description and Active employment policy Implementing regulations. Practical part is divided on thesis target description, methodology used, analysis, data interpretation and the discussion. The thesis target was to find out the answer for following two hypotheses: H1: Higher unemployment rate means higher use of instruments like community service and socially beneficial jobs. H2: Expense increase for Active Employment Policy reduces unemployment from long time point of view. Data analysis results and it´s statistic evaluation confirms H1 hypothesis for it´s untruthfulness for South Bohemian region. The analysis of expenditures on state employment policy in the South Bohemian Region from 2006 to 2016

The aim of this bachelor thesis is to evaluate the state employment policy in the South Bohemian Region, in particular expenditure on active employment policy in 2006-2016. The paper shows whether active employment policy instruments are effective and compares them with the development of unemployment in this region. In recent years, spending on the active part of the policy has grown, and work points to possible causes. The theoretical part first deals with the description of the state employment policy in the Czech Republic, unemployment and then the characteristics of the South Bohemian Region. In the practical part, the evaluation of expenditures for the state employment policy with unemployment in the South Bohemian Region during the selected period. Retraining is the most effective instrument, which supports the most people. However, the recruitment of the applicant on the labor market is not certain, especially during the economic crisis. The conclusion of the work is the calculation of costs for one unemployed in the region. The main benefit is the evaluation of how much money has been spent on individual active employment policy instruments and how many people have helped.
Tools of the Active Labour Policy in the Light of Employment of Persons with Disabilities

Tools of the Active Labour Policy in the Light of Employment of Persons with Disabilities Abstract The Diploma Thesis "Tools of the Active Labour Policy in the Light of Employment of Persons with Disabilities" deals with the institute of the Active Labour Policy contained foremost in the Act No. 435/2004 Coll., the Labour Act. The first part of the Thesis outlines a wider context of the Active Labour Policy, especially its relationship to the right to work, to the Labour Policy as to its parent concept and to situation of the Disabled as in the Czech legal regulation and international documents. The second part describes and evaluates the legal regulation of individual tools, while the focal point is the possibility of their use in the employment of persons with disabilities. It deals not only with the tools specifically designed to support the employment of the Disabled, as the rehabilitation and the protected working places. It also pursues general tools of the Active Labour Policy, as e.g. the requalification, the investment incentives, the socially expedient working places and the shared employment mediation. Analysis of the active employment policy in the Czech Republic and the Federal Republic of Germany

Résumé This thesis focuses on the implementation of the active employment policy in the Czech Republic and the Federal Republic of Germany and in particular its use of a time when the labour market is negatively affected by the effects of the economic recession. Financial support provided to employers to create or maintain jobs proved to be crucial, confirming the model used in the Federal Republic of Germany. The analysis of tre nds in the labour market shows increasing importance of implementing active employment policy, which both lead to job creation, but the activation of unemployed persons. The findings of this thesis stems can be applied throughout the Czech Republic. Some m easures to increase employment can be implemented without significant interference, in a change in methodology, but some must be implemented on the basis of political acceptability.
Unemployment in the Czech Republic in gender terms from perspective of Labor Office

Unemployment is a subject examined in many fields, e.g. sociology, economics or psychology. However, all these areas for the most part disregard gender implications within the topic. This is why I have attempted in my work to address the issue of unemployment from a gender perspective in greater detail through the activities of the Labor Office, as the central institution dealing with unemployment in the Czech Republic. Specifically, I have examined whether or not there are gender stereotypes in the work of female and male employees of the Labor Office; in particular, whether or not jobs and retraining programs have been offered, or demanded, in a gender-stereotypical manner. Since I conducted interviews for my research shortly after the amendments to the Employment Act and the Labor Code took effect, which fundamentally influenced the activities of female and male employees of the Labor Office, I have obtained significant additional information on the functioning of the new measures in practice. Therefore, my thesis provides an insight not only into gender stereotypes in the work of the Labor Office, but also into the new tools of what is referred to as "active employment policy" (from the point of view of the Labor Office's employees), including both the envisaged benefits of these tools as well...

The Economic Impacts of Active Employment Policy

The goal of this thesis is to conclude the Active Employment Policy, its tools, advantages and disadvantages and to find an effective solution. The Issue of Unemployment is described continuing with new methods and their utilization in the Czech Republic and then in the Vysocina Region. One of the biggest issues is a fact that nowadays do not exist any evaluations of the results of tools of effectivity which leads to creating a bias in their benefits for the society. A big part of the state budget goes into expenses of the Active Employment Policy, nevertheless it is not known their progress. Consistent analyses and controls of using these tools described in this thesis might lead to a solution but another issue can be showed up, e.g. Act No. 101/2000 Coll., on the Protection of Personal Data. It can be theoretically contacted that some of the tools and methods are not as effective as the society needs, on the other hand it is hard to substantiate the real results.
Active employment policy in the selected region after establishment of the independent Czech Republic

The diploma thesis entitled "Active Employment Policy in the Selected Region after Establishment of the Independent Czech Republic" is divided into several thematic parts, which gradually introduce the issues of an active employment policy. The introductory parts of the diploma thesis deal with the general term "unemployment", the consequences of unemployment, and the gradual development of government intervention for unemployed people. Among the essential components of the diploma thesis are the legislative and institutional solutions for unemployment, together with the characteristics of individual instruments of the active employment policy, which have gradually developed over time with regard to their necessity in the solving of unemployment issues. The thesis gives a very detailed description of the use of instruments of the active employment policy in the Prague region, which is specific from this perspective in comparison with the other regions of the Czech Republic. The most frequent problems connected with the application of particular instruments of the active employment policy are described, together with suggestions for possible improvements to their use and channelling.
